A really good way to integrate diverse peoples, communities, and cultures in a secular society

Is to make sure that special dispensations or considerations aren't constantly dished out to one small sector of that society.

    Dare I suggest this is a case of (a) some (I'm betting) upper middle class, white, liberal, do-gooder seeing a problem where there isn't one

    (b) a government agency trying to create a situation to prove they are needed and necessary
